Can't shoot back

Another interesting thing I learned in Skypeland is that last year, Israel was hit by 8000 rockets fired from the Palestinian territories. Under the current rules of engagement, the Israeli soldiers are not allowed to shoot back. They can even sit on the fence and watch the rocket launchers being prepared, and do nothing but watch it, and sometimes videotape it. The Palestinians just laugh at them, because they know the Israelis will not shoot at them. It is sort of amazing...
